I've not seen a stock kernel that will support overclocking for sure and I don't believe many/any would support underclocking either. The feature(s) are built into most custom kernels by design. You use a CPU tweaking app such as SetCPU or similar. I haven't OC/UC'd in years so I'm not much up on the ins and outs anymore.
IMO, most phones these days run at or near the ideal clock speed for a combo of performance & battery management. Large tweaks can be detrimental and cause fatal errors and small tweaks seem to be mostly unrecognizable in my experience.
