I think they turn on in accordance with the amount of sunlight.
But there is a lightbleed when you have these lights on. The lightbleed is actually pretty annoying and i prefer to actually have the capacative touch button's lights off. :D

Thank you all for your replies
my problem is that if am in a dark place the never go bright its all black i have to guess the buttons.
Is there a way to make these functions or buttons light when i use the phone?

Thanks a lot

The only solution i can think of is an app called ADJBrightness.
But Root is required to use.
If you need any help on rooting i can help you. I have a guide saved on my computer.
This app allows you to force the lights on.

If you don't know what rooting is you probably don't need to do it and you certainly are not ready to try it.

Look in the 'All Things Root' section. Penty of info is available. Also, Google search is your friend. Do a lot of reading. Make sure you understand why you're doing it, the exact steps and terminology, and have a recovery plan and backups in case things go bad. Nobody likes to bail out a n00b because he simply failed to do his homework.
