Can't download any apps

I can't download any apps on my droid. I have tried everything I can find on this site and about 5 other sites. I have cleared cache, reloaded Google store, reloaded my email accounts, etc. I was told the only way to fix it is a hard reset! I have been to the Verizon store for help and have read dozens of suggestions and tried them all. Is a hard reset really my only option? Better yet is it going to actually work if I do it? Thanks for the help!
 
As an experiment, I would try using a pc browser to log in to your google account, go to play.google.com and try installing apps to your phone from there.

I'd also try a wipe of the cache partition, which doesn't erase any important data or apps from your phone: https://motorola-global-portal.cust...prod_answer_detail/a_id/102367/p/30,6720,9277

But, I'd be interested also to see what the answer to Thom's question is as well.

Thanks for your replies. When I try to download, the little download bar "spins" like everything is working just fine.
After about 5 to 10 minutes it gets tired and gives me the error box that says; "Can't Download app"
"Delectable Wine - Scan & Rate" app can't be downloaded". Try again, and if the problem continues, get help from troubleshooting(error code :495)
I get this same message regardless of what app I try to download. I of course have tried the troubleshooting to no avail.

having trouble with all downloads over the carrier network, receiving either error 927 or 495. We're aware of this issue, and we're currently investigating

Sure we've had other "error 495, unable to download" posts as well over the years, and apparently Google are aware of this issue.

Check your internal memory and your external memory and see if you have enough space to download apps. If thats ok and you see you have enough memory try going into your apps settings and clear google store data and cache. Also clear google services the same way. Note: After doing this you are forcing Google to reset it's systems data apps so it will take while before everything is back up and running. On some devices Google may ask you to log in with your user name and password because you have just flashed Google data apps on your device. Make sure you have the user name and password available because you're going to need it to log back in with your Google account on that device.
