Help Apps from Google Play not loading to phone

Still new to rooting and ROMS. Tried one of the ROMS but reverted back to a ROOTed Stock ROM. =I9100MUGLD3_I9100MBMCLD3_I9100MXXLD3

Restored System Settings and Apps from Titanium backup but I've now run into the problem of Google Play not loading apps when I select them for download from my PC.

I've verified my gmail account and google talk as working and worked the troubleshooting steps advised on Google help. Logged out of google talk and back in with no luck.

Good connection on my wireless and cell so connectivity does not appear to be the issue.

Any suggestions where I can go from here to get this feature back for installing via PC purchases.

CWM > Wipe Date/Factory Reset > Restore Apps(Apps only. Not System Settings)

Try if it will work.
