Apps Ops / Privacy Guard: "Data Change" permission?

CyanogenMod 12'a Apps Ops / Privacy Guard has a "Data Change" permission for some apps. I'm doing my due diligence by going through all apps native CM 12 apps and setting permissions to "Always ask" if it doesn't make sense. However, there is a permission called "Data change", listed (for example) for the Dialer app. I've googled until I'm blue, but haven't found anything on it except for the very a vague possible connection to use of data, presumably on a connection (not clear if it was cell or WiFi). Can anyone clarify this or point to an online resource that does? (Better yet, an online resource that lays out what all possible permissions are?)
