Custom Skins For Sense 3.0

I was just wondering is there anything that you can use to create Android skins for the user interface? I have Windows 7, so is there a program for this? Or a mobile version? I don't want to root. Because I have downloaded skins from others. Thank you. c;

my current Android version an HTC Sense is
Android 2.3.5
HTC Sense: 3.0

I don't know if what you are looking for is available, but you can check inside the Play Store to see if there's anything that can be used.

Hopefully someone might chime in to assist you further. Unfortunately..sometimes it does take awhile for someone to reply to your concerns.
