Help Do i need a new batt?

Srry for the dum question,well my phone has been working fine the whole day,until i went to connect it to the usb cable to charge it , the little white charging icon wont come up but i notice its still charging little by little,is it a batt problem or phone prob?

I'm not sure unfortunately, but once you are sure that your phone is charging properly that's the important thing i guess
