Getting Location of Android Phone Without any app installed

I want to know I could know the location of an android phone without any app installed on it. Say, for example, if I want to know the location of my friends secretly.

Sure, you only need a court order.
Otherwise you would be violating the Bill of Rights.

Yeah I know it's illegal. But that's a kind of challenge for me as I m new to android development. It will be a great fun finding someone's location.

I suggest you first find an ironclad loophole in the law that will protect you from doing 30 years hard time. Then get about 2 dozen law professors' advice on it. And when it still looks doable then by all means go build your app.

I hope its impossible. It's bad enough that the acronyms can track us anytime they want. And do IRL. On an epic scale. Unconstitutionally. Covered, in their opinion, but untested, by the Homeland Security Act and FISA, post 9/11.
