How do I add an avatar to my Google Talk contacts?

I've noticed that in the native Google IM app some of my contacts don't have an avatar picture. Most all of these have an icon avatar in my contact book. I've looked around the settings and can't seem to find a way to manually add one myself. Does the contact have to upload an avatar on their end or am I just not seeing where it is? Hopefully it's the latter because there's a good chance most of my contacts w/o one will never add one on their own.

As far as I know it is a client side issue, like MSN, as it displays what the other users has setup as their own avatar

That's what I was afraid of. That's probably the only thing I miss about Meebo since you can set the individual avatar yourself. That app was so unstable though that I guess this is a small price to pay to get back to a reliable program. I was just hoping there was an option I was missing something.
