Phone Number Used by Someone Else???

Without actually speaking to the person who is calling you and hearing them ask for someone else, is there any way to find out if your phone number used to belong to someone else?

Also, is there some kind of minimum amount of time that has to go by before a number can be reissued to someone else?

Could you call the carrier and ask them about it?
I really don't know what the wait time is for reusing old numbers.
I suppose it depends on your area or the demand for numbers.
