Help Phone will not transfer videos at 60FPS.

I took some videos on my LG G2 using the 1920x1080 (60 fps) option. They play buttery smooth on my phone but when I transfer them via USB to my PC the frame rate ends up anywhere from 32-39 fps. I cannot figure out why it's doing this. I tried on my friends PC as well and it did the same thing. Any help is appreciated, thanks.
