Help Phone wont vibrate, its not the motor.

[Android Question]

I have a crappy phone, the zte avail 2. and it doesnt vibrate at all, not for notifications, not when it rings, not when i press a button or type or even put it on vibrate. Its not the setting because I checked all that, im good with electronics, and i know its not the motor because when its dead and i try to turn it on, it will vibrate to let me know it needs to be charged, it wont charge when i turn it on or off though. any solutions or help? I dont have the money for a new phone or to get it repaired.
