Help PLEASE HELP! S voice and tts engine not working.

i rooted my phone deleted chat on.. then unrooted my phone and now s voice not working and the text to speech engine stopped. i tried switching it to google tts engine it didnt work.. tried to install chat on back on the device still dont work tried looking for answers on web couldnt find any usefull tried hard reseting the whole device still dosent work can someone tell me how to fix this please getting very annoyed... Ps i dont really wanna root it again to get it to work but if i have to i will ..
