Questions about Roms, android, and firmwares

Hi there!

I have a modaco rommed htc hero. Version is MCR 2.0e.

I am confused a bit about the version numbers and android releases. I saw the 1.6 SDK is now available for developers and soon we can install it to our phones. But I don't know how it's working. If the 1.6 released, I would install it "behind" the modaco rom? Or there will be an updated modaco rom which includes the 1.6?

Can anyone explain it to me?
