S8+ dismiss alarm not working.

I use my alarm each morning to get up. The last few days when the alarm goes off I press the dismiss button and it doesn't stop the alarm. I unlock the phone and turn off the alarm and it keeps going off. I've tried to shut the phone down and it won't let me. After 10 minutes or so it finally shuts down. Also since this has started happening when the alarm goes off there is some kind of daily news window that pops up that wasn't ever there before. I don't want this daily news display but I can't figure how to get rid of it either, it seems to be the problem as this never happened before it showed up. Anybody has anything like this. This is a S8+

put the phone in safe mode and see if the alarm will be dismissed or not. safe mode stops all 3rd party apps from running. if it still happens then you might want to consider a factory reset.
