Samsung Galaxy: Blinking GPS notification

On my Samsung Galaxy Player (Gingerbread 3.5.0) I get a blinking notification of GPS on (or Seeking GPS). The GPS is turned off. There are no active apps. Any suggestions for what could be causing the device to seek GPS activation? WeaterBug has "My Location" turned off. Main device Settings/Location and Security: "Use GPS Satellites" turned off.

I did notice on my battery monitor, that 14-15% of the battery is being used for Google Maps even though Google Maps is not activated. Is this usual? Seems very odd for an app to be using such battery when totally off.

Any advice would be appreciated.
