Caller Id, per se, isn't available natively on Android phones. To get detailed info on who is calling there is two ways of dealing with it. First the caller needs to be in your address book. In this circumstance a received call will show both the name and telephone number of the caller. Without an address book entry only the telephone number will be displayed.
The second way is to install a third party app like PrivacyStar. The challenge here is that apps like PrivacyStar don't work on CDMA smartphones. To work PrivacyStar has to make an outbound connection to the SS7 network to get caller information. The problem is that the CDMA standard doesn't support this so the only way it will work is if the phone is currently connected to a WiFi network.
