Just to clarify- it doesn't look very bad; it just doesn't look new, and the photo quality wasn't very good so maybe that contributed to my hasty evaluation. Perhaps my wording was misleading.
Also, I found this tablet on Craigslist.
Look for separation between the glass, LCD and case. Look for dents and chipped glass. Look for any indication the device was perhaps taken apart.
Check the buttons, especially the center button at the bottom. Make sure it works. Try the volume controls and try turning the iPad off then back on. Watch for issues with the OS loading.
Check the connector. If the connector has a problem, you have a costly problem.
Try a sync. Does iTunes launch when the cable is connected?
I would ignore cosmetic issues, even a tiny chip where the glass meets the metal case might not bother me because it is glass, after all. Dents would bother me.
Check the headphone jack for issues, too.

I would also ask the seller for the serial number before the sale and (try to) confirm it is not stolen. Apple does not track such things, but your local PD might.
Finally, get a receipt and make sure the serial number is written down.
