Using a Android 2.3 phone vs. a 4.x phone?

I am new to Android phone. I have been using a Kyocera Rise, using Android 4.x and a Samsung Proclaim using Android 2.3. The phones have similar hardware specs but the Kyocera is far more responsive vs. the Samsung.

I was wondering if the speed improvement is due to the newer version of Android on the Kyocera. Eg. Will v 4.x provide better speed on a device vs. 2.3?

I have never used a Android 2.3 device, so I have no history or comparison.
