No, there are no 2.3 kernels. The Milestone has a locked bootloader, and the only way to update the kernel is with an official update. Motorola has not released an official 2.3 update for the phone. The most recent official update is the 2.2.1 Froyo kernel from Motorola.

Due to the phone being over a year old, it is unlikely that Motorola will ever be releasing an official 2.3 kernel for the Milestone.

Thank you .But as my phone is already rooted and flashed with a custom ROM is there a way to install the uptodate 2.3 Kernel in place of the Custom ROM's kernel? Please advise.

No. There is no 2.3 kernel to update to.

All the gingerbread based roms run on the Motorola supplied 2.2.1 Milestone kernel. Regardless of your root status or custom roms, the Milestone's bootloader remains locked (i.e., all custom roms are merely installed on top of the existing system).

Other phones with unlocked bootloaders do have custom kernels, so this is just a downside of owning a Milestone.
