Arranging app icons in a 'wheel'

How do I arrange my apps to look like this? Thanks!

Ohhh my TP2 did NOT like Go Launcher :)

got stuck and eventually crashed. and they lie. their screenshots show NO notification bat at the top (desired) yet its their when I install. so I think they are screen capping WITHOUT the notification bar in the screen capture. Grrrr

I don't know about Go Launcher but with LP+ you have to go into the settings menu to turn off the notification bar

You can hide the notification bar by going into Operation settings in Preferences.

that does not hide the notification. it only allows you to "do" the same thing as "grabbing" the notification bar and sliding it down (which is actually nice since for some reason its VERY hard to actually do that on my phone) this lets me slide down anywhere on the screen and invoke this but the notification bar itself remains.

AHHHH I found it. for this program its called a STATUS bar and the "slide out" portion it called a Notification.

ok. now it makes sense. I am hoping it auto appears when there "is" a notification to be had :) but its enough to show that the wallpaper does in fact go all the way to the top which is cool.
