Picking up or dialing without unlocking phone?

New to Android here. I won't have my phone until Saturday but was wondering about answering and placing calls without having to unlock the phone. Is this possible, either by default or with an app? See, I don't want to have to unlock the phone to simply pick up or dial. But at the same time I can't have the entire phone non-password protected.
 
answering calls, yes. that is a default function. As for placing calls, you can download aftermarket lockscreens with a shortcut that will open the phone app. It costs 2 dollars, but I recommend widgetlocker. I'm pretty sure there are some free alternatives, as well. There are also several 'no lock' applications that disable the lock screen entirely (so that, when you press the power button, it simply turns your screen back on.) that operate witch various degrees of success.

So, in other words, the phone function is an app, and what I'm aiming for is an app like WidgetLocker that allows me to access certain apps and functions before unlocking the phone?

I assume you mean that you want your phone password protected for everything except for making and receiving calls. It seems that some members are confused with your request such as I. I had to read this over a few times myself. Please, confirm if this is what you mean.

My understanding is that the answering of an incoming call does not require you to enter your password first. Usually, you have to swipe the screen to answer and that's it.

As for making calls, I'm not sure about Android phones. I know that Blackberrys have a feature that allows you to make calls without entering the password to unlock the phone. I would expect that Androids will have a similar feature.
