voicemail

Is it me......Why does voicemail retreival involve 'phoning anyone at all? - all my previous 'phones were perfectly happy to do the job in house - and there memory capacity was tiny. It's particularly galling that my new 'phone keeps claiming I have new voicemail..then when I 'phone 121 it tells me I haven't.......and charges me! I would prefer that the phone just rang.....or a "please try later" - as long as the 'phone recorded a missed call.
Of course if there was an app that allowed the 'phone to record a message that would be great. Any ideas?
