downloading OTA now

This was pushed to the Bionic...I did not go check for updates.

You have it...I can't remember which one but:

Press and HOLD both the UP Volume and the Power Button at the same time.
OR
Press and HOLD both the DOWN Volume and Power Button at the same time.

It will probably be weeks before Motorola has it pushed out to everyone.

Do we know if this is the same leak .246? Also I am still on .230 doing fine, I think I will wait to see if there were any issue before I RSD back to .905 and OTA it.

Yes it's the same, the locked and signed version .246 is version .246, no unlocking it, adding to it, and re locking / re signing would be allowed.

Motorola doesn't do a very good job of keeping some parts of its website updated.

There already is a way to get to 246 if you really want to....

Put it in perspective:
"Weeks" beats "not out yet" which beats "don't know if it is even coming at all".
