If you use mostly the stock Samsung applications and not much else, the 16 GB model is fine. But if you want to use allot of your own apps or download content from Google play, Netflix, Hulu, or such to view offline you need the 32GB. You can't place those on the microSD card and you quickly fill up the onboard space.

16 GB is plenty for applications, if it is not games. I have about 125 applications on my phone, with barely two GB used up for applications.

Netflix and Hulu are streamed, so RAM is not really important.

Google play movies and tv shows are the bummer though.

There are ways to move Google play music to the SD card though.
