I've seen other models of the Note 3 with custom apps placed on the bottom menu bar on the home screen, however it would seem on the international version this isn't possible well at least for me anyway.
Is there a work around? I've rooted the phone as well if that helps.

Where have you seen it? Are you sure that the screenshots that you've seen aren't of people that use a 3rd party launcher? If you don't know what a 3rd party launcher is or what it does, there's a thread in this forum that discusses that.

I honestly can't remember if the apps on the Touchwiz dock are replaceable or not.

I'm aware of third party launchers having used them in the past, and it was definitely touchwiz. I know that for certain countries samsung removed the ability to change the apps in the menu bar in an 'Update' for a lot of their devices that included my GS3 that I had prior to my N3.

My SM-N900T (US T-mobile) version still has that ability. The procedure is to long press on one of those icons then drag it to the homescreen or trash then long press on an icon you've setup on the homescreen to replace it and drag it into the menu bar. HTH.

Was that how you used to do it?
yep. I have never had the ability to do it on my SM-N9005 note 3 :(
