Is this a carrier issue or a phone problem?

I have a shiny new Samsung Galaxy S8 plus that I'm pretty excited about -- it does wonderfully with all the internet flash and dazzle and it's light years ahead my ancient iPhone 4S.
It does, however, seem to have a couple of problems.

1) It will not ring for phone calls, they go directly to voicemail

2) A normal sized text sends as it should, at least it appears to...but is received as numerous texts--successive snippets of a few words each.

Is this a phone configuration issue or a carrier problem? I am using AT&T and while I'm not exactly "delighted" with them, at least they ought to be able to manage a simple phone call.

Any ideas?

Not familiar with the sim card of the I phone 4. Did you have to change your sim card to a nano sim? And did you switch your old phone number over? If so have you restarted your s8 since the number's been switched? The text messages being split I have no idea though. I know the stock message app will split a long message into separate messages or send it as an mns but it shouldn't do it for a short one. Have you tried a different message app from the play store to see if it does the same thing?

Check with your carrier, AT&T. Are you able to make outgoing calls?

Are the senders using iPhones?

I will definitely call AT&T, I've tried contacting them through their app but of course just got a boilerplate reply about them always working on improving their service, and so on.
I can make calls out but just can't receive them or at least can't get any rings. People have tried to call me using everything -- iPhone, android and landline.
About the texting issue, it's the texts I send out that get fragmented, the texts I receive come through all in one piece just fine.

I did have to get a new nano sim for the S8+ and I did switch my old number over. The new S8+ has been more than restarted, I actually had to reset it once.
The text splitting isn't due to length I'm familiar with that..it's taking a 25 word text and making it into 3 or 4 separate but consecutively sent text bubbles.

I have been using Textra, trying another app is a good idea.

Go into settings in Textra, then SMS. Make sure it's not set to split messages (everything on mine is turned off). Also go in and look at MMS settings, check the message limit, mine is set for 1MB. And, be sure it's set for "group chat" (below MMS settings).

Did you sign out of iMessage on your iPhone/Apple account? That's been known to cause issues.

Not sure on the phone call part but check around in settings and make sure it's not set to forward to phonemail somewhere or that Do Not Disturb isn't on.

Thanks for these suggestions, I'll try them...about my recently deceased iPhone, it truly DID die suddenly and unexpectedly, not to mention totally -- could neither update or reset, a total hardware shutdown...all that remains of it is an iCloud backup with nowhere to go...so I can't exactly "sign out" of much...
