Programming a tablet

I would like to create a program for an android tablet that has a seating chart for each class. If I click on the box for a student, the information about that student will pop up and be visible on the screen - name, bday, points...even a photo... I want to use it to give participation points to students.

What kind of program should I use to do this? Is this an interface for a database program like MS Access?

Surely as a teacher you are restricted as to what you can do with kids data? You certainly should not setup a website to store their data. Why not ask your IT team to look at something for you? Or MS access database would be ideal, although not sure how well these work on android.

I think it's a good idea to ask the IT team. I also want to learn how to create programs, but there is so much information about it on the Internet that I don't know where to start. If you can give me any advice, this will be great. To be honest, I'm new to programming, so I need good courses from scratch. Moreover, I want to become a certified specialist and I have already found the SPOTO club where you can get help with exams for getting certification in the field of IT. But to do this, I need to learn this skill and get quality knowledge in IT.

Suppose that depends on the ages of the "kids", like you don't find many minors in a vocational college or a university. And I am a teacher myself.
