Check with the manufacturer of the particular radio transceiver you're using, if they support Android or not with an app. I know that some transceivers can work with Android.

The only software defined radios I know and have seen are USB, and have only seen them been used with a computer(running Linux or Window). Devices like these. https://blog.bliley.com/10-popular-software-defined-radios-sdr
The only one that's apparently Bluetooth is "The Ubertooth One is an open source 2.4 GHz wireless development platform suitable for Bluetooth experimentation." So make of that what you will.
