Root I Wanna Be a Dev.....

Thanks for all the links and info guys. It's definitely been of great help...

As far as the vendor overlay....how does someone go about getting it?

thats something that someone has to make. Its not simple and not something that I have any knowledge on. If you are new to android development its probably pretty far over your head to think about doing it yourself for a new phone.

start [CVPCS Android Wiki]

thats a tutorial on building from source although it will not be much help for the galaxy S until someone makes a vendor overlay. Running through it and building from source for the droid might help you out with some preliminary skills though

I see google has docs for creating a new device. Is there a way to extract enough info to create a "vendor overlay" for a new device?

My understanding is the vendor overlay are the files specific to a phone model such as drivers and other shtuff. People pull the files from the phone and basically dissect the software to find the pieces needed to get their version of android to run on the phones. They then create the vendor overlay from these files.

Once you get the phone, hop in cyanogen's irc and ask. Most people there are friendly and very knowledgable. they can at least point you in the right direction.
