So iv had my exhibit 4g for about 9 months now, and I have the monthly $60 plan... Does anyone know if there are any upgrades available for a new phone with the monthly plans?

You have to be more specific on which plan you are on. If you are on a classic plan then you can get an upgrade in roughly 11 more months.(At a 3rd party retailer)
If you are on the value plan then you do not get phone subsidies but you have the ability to finance one(Assuming your current phone isn't financed).

I have the monthly $60 unlimited talk/text/web service. And I bought my phone in full. Iv been with tmobile for like ever. Before I was on this service, i was on my moms family plan for 3 yrs while in hs. I just am looking for like discounts for being a "loyal" customer I guess.

Yeah that is likely prepaid side. I don't think they would do anything for you being loyal. Generally loyal customers may get a discount on monthly service and not on the phone.
If your Mom is still with T-Mo, I'd suggest looking into going back into postpaid and sharing a plan again. No contracts, phone financing, and a great price. Esp when you share the bill.
