Google SMS Voice Command not working properly!

I am trying to use Google's texting voice command. Everywhere I see that I should say something like "Send text to Mom hey can you buy milk question mark"
and it should send my mom a text saying "Hey can you buy milk?"

But instead whenever I try this it initiates a text message with no recipient saying "To Mom hey can you buy milk?"

Why is this happening?
 
The exact syntax when trying to create a voice dictated text is as follows:

"Send Text to David Barrett; Did you complete that sales document Question Mark"?


That should then bring up a screen (in 4.X) that lists everything you just said as well as the contact's details and you can press send or confirm send via voice.

Yes but as I mentioned, I have been using that syntax, and using your example it would bring up screen with no recipient, saying "to David Barrett; Did you complete that sales document?"

The To: field is left blank, and the 'to david barrett' is listed in the body instead, even though those words should have been used to determine the recipient.
