Help push notification not working :S

hey guys!
so ive had my LG f3 for 2 months now and everything had been fine until now.
i used to get all my push notifications whether they were from facebook, instagram, whatsapp, or anything.. but they suddenly stopped...now i only get them when im connected via WIFI..so usually when i connect to my wifi network all my notifications come at once.
im on metro pcs and i think is a 4glte plan limited to 500MB and then its "slowed down" i dont know if that have to do with that...
please help! thanks!

Are you able to use the internet at all off wifi?

Yes the wifi works fine..as i mentioned when im on Data i never get notifications, i have to go to the app in order to see them..when i connect to wifi they all come together in one big buzz..

Yeah the data connection works fine except for the notifications

Im thinning it might be the whole "slow down" fron metro pcs
Because my plan is up to 500MB lte and im over the 2.5GB
what else could be??
