Here's the 4-17 build
I would update the OP myself to include this but I don't know what changes were made to this build versus the 4-9 build
Here are some changes I've noticed in this rom...
  • No SIM card message fixed. The log lock screen only shows carrier name now, e.g. Virgin Mobile.
  • Signal drop issue is now fixed (at least on my phone).
  • You can now set a data limit in Settings > Data usage
  • In the Quick Settings panel, clicking on the data connection tile pulls up a data usage window, showing how close you are to reaching your limit. On the 04/09 build, clicking this tile brought up Settings > Mobile networks.
  • When the charger is connected, the lock screen displays at the bottom how long until the phone is fully charged.
Still not working...
  • Video recording
  • Ability to play videos on browser, including YouTube videos embedded into a webpage. It returns an error.
  • NFC obviously. I just deleted the APKs associated with it and rebooted. That means no more wake lock and severe battery drain.
  • Netflix. I did some research, and this issue is spread across multiple Cyanogenmod 12 devices.
  • 480p playback in the YouTube app. My research shows that 480p playback was restricted by Google to devices with Android version 4.2.2 and 5.0. Of course, those pages I got the info from were dated back to 2013. Other devices are missing that option. Strangely enough, Google what your screen resolution is, click on an appropriate link, and that page will tell you that your resolution is only 360x640. I double checked this with several screen resolution changing apps, and they state our resolution is 540x960 with a DPI of 240. So, it is correct that our dp (density-independent pixels) is supposed to be 360x640. Something is borked along the lines here with YouTube.
  • Sometimes I get the error message that Pico TTS has stopped working.
If anyone else notices any other changes, please post, and I'll update this list.

On boost, camera doesn't work on 4/17 build. Even with camu. I installed the build with gapps and APN fix all at once with twerp. Should I of just flashed the ROM, reboot then flash the remaining stuff?

I believe you're only supposed to flash the APN fix after the first boot. If your LTE is working fine though, don't worry about it.

How much different is boost's 3G to LTE? Cause the only thing I'll be using LTE for is just Spotify, light web surfing, and some app use when not in WiFi range.
Google could've answered this question for you and even spoke it out to you. It took me less than 30 seconds to figure this out. Anyway, the following links from OpenSignal will answer your questions and more:

Since I don't have Spark coverage in my area, I can't tell you if that we will see it on our CM 12.1 devices. Can somebody who has Spark coverage tell me if this feature is independent of our rom, or does it have to be programmed into one of the builds?

Having big problems guys. I just fed boost my meid and sim card number to get this thing activated. Ok. Boost says to enter ##3282# on the dialer and such. However, nothing happens. Nothing pops up? I press call and get an error message? How do I activate this damn thing with boost? I flashed the apn fix btw.
Revert back to stock, and try again

Every time my phone reboots, all the notification sounds (ringtone, notification, and alarms) go back to the default setting. Is there a way to keep them from changing back?

You may need to cleanly reflash, this does mean wiping data. I had noticed some weirdness with the notification sounds when the newer builds first installed. For instance, when the phone would pop up a notification, it would for some reason play a really low quality version of "Almost Easy by Avenged Sevenfold" from my music library even if I didn't have the song as a selectable ringtone.

This was fixed for me by changing the sounds, I even had to change some sounds inside some apps as some of them that were still set at "Default sound" would cause the bug to occur again, even if my default sound was set to something else. (It worked fine for system notifications and most of them, just certain apps after I changed it.)
