Help WAP SI push notifications HELP IVE BEEN HACKED!

Hello, i recieved a WAP SI push notification from a known hacker who lives 2 doors down. The message says
//LL:1563:1473279512830:YPB:X:OdjXgu0u8KCCaChbA9QMxVzILr8=:4802271282:40VM61NC60NMH4PKFQ4OJZGN53X4DLNY

He claims hes been recording me, spying on me, accessing my emails,texts,camera,passwords,messages for 8 months. He also broke in and copied my hard drive. I know its true bcuz my accts gwt deleted, my passwords rwset daily. Ive bought 3 new samsungs. He moved out then demanded $2500.00 or my car or hed ruin my life by sending stuff to all my contacts.
 
Well if you know who he is and he is making threats then I'd start by giving this information to the police.

(BTW accounts being reset etc only proves that he has access to your accounts, not that he broke in. Not saying he didn't, just that that isn't proof. Though it would be sensible to reset all of your security stuff from some other computer, e.g. a friend's or even a public library, in case there is a key logger installed on yours).

Ive have filed 2 reports to police, a few to ic3.gov (who never replied)hes spoofing calls, host pages, logins.i have scrnshots,pics. Alot of ip addresses. He is been so hard to track tho. Can u decode that push mesze i posted. Thats just 1 of 5. Can u explain what a WAP SI push is?

He also control my gmail acct and facebook. He changed password and recovery info. Heres a cpl pics

It's also meaningless to me. Looks to be more a matter of some clown sending you strings of code in an apparent guise to appear formidable. But if this clown does have co-control of something like your email account, it's really important you take steps to either regain full control over it, or abandon it completely and start anew. Doesn't matter of you're on your third phone or twentieth, until you have control over your account the clown can continue to just log in at will.
