Galaxy Tab 2 10.1 Dead after New Battery

I have a Galaxy Tab 2 10.1 Tablet - I have replaced the battery because the unit was dead and would not charge.
When the battery was replaced it would still do nothing and showed nothing on screen - I tried using the Power Button, then the Power and Volume Up Buttons, but these tests did not do anything - everything was Dead.
I attempted to charge the battery, believing it to be received in a not charged condition, but after many hours nothing had improved.
I purchased a Volt/Amp USB Adapter, which I plugged into the Samsung 2 Amp Charger - it registered 5.24 Volts but no Amp Current Flow (Faulty Cable) - I cleaned the charger port and swapped Cables. I finally found a Cable that did in fact show Voltage and Amp Current Flow to the unit - initially very low amps (0.05) but changed to varying Amps from 0.21 to 0.80 Amps (Never Higher). I thought this was a good indication of the unit receiving a charge. After a period of time (1 hour) the screen actually showed the Battery Icon but with no Colors to indicate any Charge Value. I expected to see the little Spoked Wheel Icon on the Battery rotating to indicate Charge Activity, but it was stationery, regardless of the reading on the Volt/Amp Meter. After about 3 days of charging, without Charge Color Bands appearing on the Battery Icon (just Black full length) I tried to get the unit going by all the methods previously described but with no result, so I have put it back on charge. I have rechecked all internal connections and all appear to be correctly inserted and firm.
Q1 - Is there a procedure for measuring the actual Battery Voltage Value (Level of Charge) on a Dead Unit, to identify if it is in fact a Battery Low Charge issue or something more sinister. Please provide details.
Q2 - Can anyone please shed some light on what may be the problem with this unit.

Yes, I did buy the battery from EBay and that is why I need to know how to determine its current Charge.
In respect of the Charging Port, I have blown out fluff and cleaned as best I can. Do yuu have a specific method of cleaning the Charging Port.
The Original Battery had been damaged by my Son in Law, because he did not know how to remove it. The 2 sections had become seperated.
In its dying days I did in fact bring up the Reset Screen but could nothing with it at that point.

In respect of Charging this Galaxy Tab 2 10.1 Tablet:-
a) When the Battery Icon appears after the Charger is turned on - Should the Spiked Wheel Battery Icon located on the Battery Icon be rotating - On this unit it is Not Rotating and about 3 spikes are grayed out and the rest are bright.
b) Should the Battery Icon remain Black all the time or should I see a change of Color when it has been on charge for a period of time.
c) How is the Charging Progress shown.
d) How long should it take to fully charge from near dead.
