Sorry, you want an app to make a recovery for the Note 2? That doesn't make sense to me. If you mean you want an app to install a recovery on your phone, unless the phone is already rooted that's not how it works (even then it's not how I'd do it - I'd use fastboot to flash a recovery after unlocking the bootloader, but I've never modified a Samsung so don't know the procedures for those).
If you look in the Note 2 development forums at xda-developers I'm sure you'll find custom recoveries there. If anyone has built Lineage for that device you will be able to find it in the same place (or for official builds go to Lineage's website). There will be posts at least on XDA telling you how to install a custom ROM (it's usually no more sophisticated than "install custom recovery, use it to take a backup, back up all the data from your current ROM, copy ROM onto SD card, go into recovery, do a factory reset, install ROM using custom recovery". The harder bit is getting the recovery onto your phone in the first place (easy if it's a model with an unlockable bootloader, device-specific tricks needed otherwise. Back up all data before starting either way).
If you want to build a recovery from scratch you'll have to learn to code, or talk to one of the existing recovery teams if you need to port a newer one to the Note 2 in order to install Lineage (some coding knowledge will still be needed).
