Forgot to report back. Using Simple HTTP Server app worked. I set the "Root Folder" as the folder containing the HTML and PDF files and then using the IP address provided by the app I can navigate through the all the HTML pages and open links to the PDF files. Works great.
The Kodi forums are back up and in this thread (Kore 3.0 feedback) it sounds like the dev removed the IMDb link due to the site being unreliable. So it was an intentional change. But other's are asking for the feature to be reinstated or at least offered as an option and I posted the same...
I sent the app developer an e-mail which is listed on the app's page in the Play Store but it replied with a canned message saying to use the Kodi forums (https://forum.kodi.tv/) but the site is down for maintenance right now. I may get better results over there once the site comes online again.

I installed K-9 on my Galaxy S4 (rooted, stock 4.2.2, Sprint) to replace Gmail since I really hate conversation views. I love the app but it drains my battery like crazy.
