Anyone get that flashing red border around their screen?

So I've seen that this issue has plagued many Galaxy S4 devices... Uh, why does this seem to pop up and seemingly indiscriminately?
I;ve seen there a user might be able to turn it off under 'Developer Options'. But no one has an explanation for it....

Before I rooted my phone. I never saw it. When I rooted it, I never saw it. I reset it several times and never saw this. Now, I reset it just yesterday and there it is. But no one knows whats happening...

Settings>dev options>show layout boundaries or dev options>show updates

See if that's checked, if it is, uncheck it.

Dragons layer, I tried what you said and it didn't work. Also another problem is I can't adjust my volume. Any suggestions?

Actually the correct settings to turn off (for the red border flashing) are "Show Surface Updates" and "Strict Mode Enabled"
