Root Cant unlock EVDO on MetroPCS L70.

Help please, i hit the limit and my remaining 4g speed is literally 12kbps. Id be fine with 40-50kbps that 3g offers if i had that option available. Phone can only switch to 2g and 4g. Any workarounds?

The 4g on this phone is 3g, not true LTE, it's HSPAP or UMTS. Both are advanced 3g, but treated as 4g as far as the plans go. You either need to use some wifi or upgrade your plan or it is what it is. You use Metro I am guessing?
