Delete Photos

I automatically store my photos to SD card. Using stock Google Photos app, I'm unable to delete photos! A message pops up saying: 'Photos does not have access to delete items on your SD card. Go to the gallery app to continue deleting.' Incidentally, I have a third party app called Gallery, but no cigar here either! Verizon took my notes, but no fix. Saw similar issue on another forum, but no fix.

I suggest that you take it back to where you purchased it and ask them to configure the SD card so all apps have read/write access. (You didn't say if you were using it as an extension to internal storage or a removable device.)
