I just bought a new S3 off Amazon. It is labeled as a "global" model. The specs also stated that it had the FM tuner, but it doesn't have it that I can see.
What it comes down to is this: an FM radio is free music. Since it isn't streaming- there is no data use. The carriers can't charge for data with FM radio use, therefore they don't like it.
Frankly, though, I had an FM radio on my HTC Incredible and rarely used it. The phone needs the headphone cord as the antenna, so you can only listen to the radio with headphones. Not ideal for all situations.
