Help Enabling usage access not working for kiosk apps? Android 5.1.1

I'm wanting to turn my Lenovo TAB 2 A10-30 into a kiosk, locking it to just one app. Whatever app I download to do this require me to enable usage access, yet with EVERY SINGLE ONE it doesn't register the fact that I have done this and cannot get past this point to actually start even getting to the main part of the app. I have tried making the app an administrator, but it hasn't worked.

Any advice would be greatly appreciated, driving me up the wall as these apps work perfectly fine on my phone.
