Is it possible to notify users

Can an email notification out to users of my app to notify them they need to export their data. Soon my app will no longer use the current local storage.
On the next upgrade, they can import that saved data.
My package is com.kinsey.passwords.

This is a forum for android users (and evolving into something broader). We aren't connected to Google, and cannot act in any way on Google's behalf. In other words, nobody here can do this for you. You can try contacting the Play Store team, but I wouldn't count on them doing this.

Maybe you could issue an interim update which notifies users of this forthcoming change (and changes nothing else)? Assuming that your app doesn't have the ability to post custom notifications to users at present (because if it could you'd not need to make this request).

I was hoping. I'm unable to upgrade my app. The conflicts and out-of-date methods keep me from upgrading app that could read the data for them.
I'm keeping app programmed notifications in mind for future projects.
