As far as I am aware, you can't permanently delete apps that are pre-installed without having a rooted phone. If the app is definitely deleted then either you have a rooted phone or the app was an after-market one from another website such as the Play Store.
If the app was disabled and is now hidden, you can go to Settings > Apps > All apps. find it in the list and tap it. If it says disabled then hit the enable button and it should spring back to life.
