I only read the first page of the guys article but I am not sure what your question is.
He is saying that due to the open source of Android, it is possible to download a app that will attempt to steal your information.
While it's unlikely, it IS possible. So He is just saying, from what I can tell, that if you want to be extra cautious then you can use Lockout.
Personally I plan on using this app or something similar myself. Not for the security features but for the ability to track my phone if I lose it. I can't count the number of times I have left my phone laying around only to have my cat decide it was a toy and push it under the coutch. Then I run around like a mad woman looking for my phone. It's frequently on silent (cause I tend to forget to turn the sound back on when I turn it off at work) so calling it wouldn't help.
