Resume function stopped working on Bluetooth headphones

I have a pair of JBL bluetooth headphones and a Samsung phone. A singe button press on the headphones normally works as play/pause. Pause still works fine, but afterwards I cannot resume anymore by pressing the same button!

I don't think it's a headphone issue because the buttons work perfectly, and this problem happens across all audio players, so my guess is something with Android bluetooth protocol? Tried unpairing the headphones to no avail.
