fyi, just cracked opened the user manual that came with the phone itself, and there is nothing about tethering or hotspot. this is not high priority for me right now, so i'm not going to try it out on the phone just yet. just so you know.
I was told by Sprint when the Evo came out that the hotspot can be started and stopped whenever you want - for example, if you are out of town for 3 days and want to use it for laptops while travelling you would only pay for those 3 days, so the cost is prorated. I think it is a fabulous thing to have - I wouldn't want to pay it all the time, but if you want it occasionally it isn't bad.
