I bought a Droid X that already had 2.3.15 on it, I rooted it, deodexed it and had a theme running. I wanted to remove my root so I used the SBF to 2.3.13, does that mean I cant get 2.3.15 back?

if you used a full 2.2 sbf then you used the 2.3.15. there is no 2.3.13 official sbf.

He probably used system only 2.3.13, right?. If that what you did, then flash official 2.3.15 and you good to go
