unable to browse 'https' sites.

i think it's my router again (Netgear WNR2000v3) but want to be sure. i seem to be having issues browsing sites with 'https' in the URL. they either load extremely slow or say 'page load error/unable to load website (Camino/chrome)'. sites with just 'http' only work perfectly fine, including this forum site. Bing search works perfectly fine, Google search (which uses https) does not. i cannot access Play Store, YouTube claims no internet (in the app) and i cannot otherwise browse anything https-related. i've gone over all my router settings, even reset to defaults, but am thinking my ISP is blocking those sites. not sure why though. In Android, iOS, i can access 1Mobile Market, Amazon App Store, Samsung Media, iTunes, App Store, Apple.com, but if i dare try to load the Play Store, YouTube app, go to Google.com in the browser, or use any other service relating to Google it's either intermittent, extremely slow, or fails to load at all.
 
Could be an authentication or certificate problem. Check the date and time are correct on the device. Make sure it's not something stupid like years into the future or past. That's a common issue with "https". You won't necessarily get a certificate error, things just won't work. We had a post along the same lines before, turned out the tablet's calendar was 3 years into the past. Anything Google is https, i.e. secure.

Date/time is correct i did check that. my router logs show port 443 or anything with '8.8.8.8' and 8.8.4.4. being 'unreplied'. other IPs and ports correctly show 'established' and such. it seems my router is blocking ALL UDP packets too. even with the firewall and all security disabled. but my PowerBook laptop is not connected to my router, it's going straight to the switch that bypasses the router, so it gets a connection straight from the ISP's module outside, and it won't go to https either. some sites do load, but extremely slow almost lower than dialup speed, or stop loading halfway, or fail to load and give 'no internet connection' errors. my guess is the subscriber module to my internet service (WISP) is blocking it due to some software problem. i have no access to the device though and their hours are not at all convenient, they close after work. i can get on any site just fine so long as it's not https. i can browse any site on my Android and iOS devices fine, so long as it's not https. i can bing search, load AF, get my Yahoo! Mail, and load basic HTML Gmail. i can use the 'old' YouTube (which it defaults to on this PowerBook due to an outdated OS) fine, but not the new version that is in app form. Amazon App Store loads up, can search and browse, but cannot download apps. Play Store ceases to work unless i use my data plan. i can load Play Music, browse and add music to my library, but cannot stream anything without my data plan. it's also like all downloads are unable to start.
